| spelling | ir-123456789-35122026-02-24T14:06:32Z (278) آليات وسبل إصلاح قطاع الأعمال العام في جمهورية مصر العربية Paths and Mechanisms to Enhance Public Business Sector in Egypt أمل زكريا عامر هبة صالح مغيب داليا احمد ابراهيم وأخرون أحمد عاشور سهير أبو العنين القطاع العام. القطاع الخاص. المؤسسات العامة. تقييم الأداء. الدواء في مصر. يوليو 2017. يشتمل على إرجاعات ببليوجرافية. 107 ص. ؛ تهدف هذه الدراسة إلى التعرف على سبل وآليات إصلاح شركات قطاع الأعمال العام، من خلال تحليل الإطار التشريعى الحاكم لتلك الشركات، والأداء المالى لها وتحليل العلاقة بينها وبين الموازنة العامة للدولة، مع التركيز على دراسة حالة الشركة القابضة للأدوية، والتعرف على النماذج والخبرات الدولية فى الإصلاح.وقد خلصت الدراسة إلى ضرورة إعادة النظر فى بعض القوانين المتعلقة بعمل قطاع الأعمال العام، وتطبيق إجراءات صارمة للرقابة الداخلية، وكذا الاهتمام بجودة المنتجات والخدمات من خلال ضخ استثمارات فى خطوط الإنتاج، وتدريب العاملين على وسائل الإنتاج الحديثة مع وضع خطط تسويقية فاعلة يسبقها دراسات جيدة للأسواق ورغبات المستهلكين. كما خلصت إلى أهمية تسوية مديونية تلك الشركات وحل التشابكات المالية.كما أوصت فى قطاع الدواء بضرورة تشكيل مجلس أعلى للدواء يكون مسئولا عن سياسات تطوير القطاع وإحكام الرقابة والمسائلة، والهيكلة الماليةللشركة القابضة للأدوية، وإعادة تأهيل العمالة بها، مع التركيز عقد شراكات إستراتيجية مع الشركات العالمية. This research aims at addressing ways and approaches to enhance the performance of public business sector companies in Egypt. In doing so, the paper analyzes the legislative framework, financial performance as well as sector’s effects on the state budget. Lesson learned are drawn from an in-depth analysis of the pharmaceutical sector in Egypt as well as studying international public business sector reform experiences. The paper concluded that reviewing laws and regulations governing public business sector in Egypt is a must. Administrative reform should also focus on enhancing products’ and services’ quality which requires huge investments, capacity building as well as investing in marketing techniques and conducting accurate market research. It is also recommended to manage and resolve the financial linkage. For the pharmaceutical sector,there is a need to a higher council of medicine, which will be responsible for the policies for developing the sector, and reviewing the pricing mechanism.
