The Egyptian society has gone and is still going through waves of fundamental changes. These changes have made the society in economic social mobility, including many reforms which can be achieved forcitizens when they are completed, and many of these negative changes have a significant impact not only on the development and standard of living but also on the safety and security of the citizen and the nation. This study focuses on the analysis of these changes on the level of the governorates and the impact on development in the future, from the perspective that economic growth does not necessarily lead to bring development, but maybe accompanied by abuse in the distribution of income.The study points to a lot of positive and negative changes at the level of the governorates.
