It also seeks to examine the relationship between regional development policies and employment structures and to identify mechanisms that can achieve a balance between labor supply and labor demand. The research adopts economic planning methods combined with statistical analysis and forecasting techniques for future manpower requirements. The analysis relies on demographic, educational, labor-market, and economic activity data to assess workforce characteristics. Furthermore, labor categories are classified according to professional levels, skills, and productive sectors in order to identify potential gaps between existing and projected manpower requirements. The findings suggest that effective regional manpower planning requires a reliable and continuously updated information system concerning demographic, educational, and economic characteristics of the labor force. The study also emphasizes the importance of coordination between educational and training policies and the requirements of economic development. The research contributes by providing a practical framework that may support policymakers in designing efficient human-resource allocation strategies and achieving balanced and sustainable regional development. |

The research contributes by providing a practical framework that may support policymakers in designing efficient human-resource allocation strategies and achieving balanced and sustainable regional development. يتناول هذا البحث المعنون «إطار مقترح للتخطيط الإقليمي للقوى العاملة في أسوان بالجمهورية العربية المتحدة» قضية تخطيط الموارد البشرية على المستوى الإقليمي، من خلال التركيز على محافظة أسوان بوصفها منطقة ذات أهمية تنموية واقتصادية خاصة خلال مرحلة التوسع الاقتصادي والتخطيط القومي. تنبع أهمية الدراسة من أن نجاح خطط التنمية الاقتصادية والاجتماعية يعتمد بدرجة كبيرة على توافر القوى العاملة المؤهلة من حيث الحجم والمهارات والتوزيع القطاعي، الأمر الذي يجعل تخطيط القوى البشرية عنصرًا رئيسيًا في عملية التنمية الإقليمية. تهدف الدراسة إلى وضع إطار تحليلي ومنهجي لتقدير احتياجات سوق العمل الحالية والمستقبلية في منطقة أسوان، مع الأخذ في الاعتبار التغيرات الاقتصادية والديموغرافية والهيكلية التي قد تؤثر في الطلب على العمالة. كما تسعى إلى دراسة العلاقة بين خطط التنمية الإقليمية والتغيرات في هيكل التوظيف، وتحديد الآليات المناسبة لتحقيق التوازن بين عرض القوى العاملة والطلب عليها. اعتمدت الدراسة على أسلوب التخطيط الاقتصادي والتحليل الإحصائي والتنبؤ بالاحتياجات المستقبلية للقوى العاملة، وذلك من خلال استخدام بيانات السكان والعمالة والتعليم والأنشطة الاقتصادية المختلفة. كما ركزت على تصنيف العمالة وفق المستويات المهنية والمهارية والقطاعات الإنتاجية، بهدف تحديد الفجوات المحتملة بين الاحتياجات الفعلية والمتوقعة من الموارد البشرية. تشير النتائج إلى أن فعالية التخطيط الإقليمي للقوى العاملة تتطلب وجود قاعدة معلومات دقيقة ومستمرة حول الخصائص السكانية والتعليمية والاقتصادية للقوى العاملة، إضافة إلى ضرورة التنسيق بين سياسات التعليم والتدريب ومتطلبات التنمية الاقتصادية. وتبرز أهمية الدراسة في تقديم إطار تطبيقي يساعد صناع القرار في بناء سياسات أكثر كفاءة لتخصيص الموارد البشرية وتحقيق تنمية إقليمية متوازنة ومستدامة. 2018-08-01T10:07:16Z 2018-08-01T10:07:16Z 1964 Other http://repository.inp.edu.eg/handle/123456789/3797 other External notes;404 application/pdf The institute of national planning. |
