This comprehensive study addresses price planning as an indispensable pillar of socialist material and financial planning, proceeding from the premise that the closer prices conform to socialist economic laws, the more effectively they can stimulate and sustain balanced, optimal economic development. The author begins by establishing the aims and scientific justification of price planning, then examines the conditions and possibilities for its practical realization, before analyzing its substantive content — specifically, which prices are to be planned and the governing principles of price formation. The central and most extensive portion of the work traces the historical trajectory of price reforms in the German Democratic Republic, progressing from the initial price-freeze stage through successive comprehensive price reform rounds to mechanisms of continuous partial price adjustment. A dedicated chapter addresses methodological challenges in industrial price planning, with particular emphasis on the application of price input-output tables and iterative calculation methods. The concluding chapter examines the institutional organization of price plan preparation in the GDR, including decision-making procedures for implementing planned industrial price changes, their publication, and the balancing of their economic effects. The study is supplemented by practical appendices containing standardized forms used in GDR price planning. The dual institutional audience — the Institute of National Planning and the Price Planning Agency, Cairo — underscores the study's policy relevance as Egypt sought in the mid-1970s to develop its own systematic price planning framework drawing on Eastern European socialist experience.
تُعالج هذه الدراسة الشاملة إشكالية التخطيط السعري بوصفها ركيزةً جوهرية لا غنى عنها في منظومة التخطيط المادي والمالي الاشتراكي، وتنطلق من فرضية مفادها أن الأسعار كلما اتسقت مع متطلبات القوانين الاقتصادية الاشتراكية، كلما اضطلعت بدور فاعل في دعم التنمية الاقتصادية المتوازنة والمثلى. يستعرض المؤلف في البداية أهداف التخطيط السعري ومبرراته العلمية، ثم يتناول بالتحليل إمكانيات تطبيقه وشروطه الموضوعية، قبل أن ينتقل إلى مضامينه الجوهرية المتمثلة في تحديد الأسعار الواجب تخطيطها والمبادئ الحاكمة لذلك. ويشغل الجانب الأكبر من الدراسة عرضٌ تفصيلي للمسار التاريخي للإصلاحات السعرية في جمهورية ألمانيا الديمقراطية، إذ يتتبع المؤلف مراحل التطور بدءاً من مرحلة تثبيت الأسعار، مروراً بالإصلاحات السعرية الشاملة المتعاقبة، وصولاً إلى آليات التعديل الجزئي المستمر. كما يُخصص فصلاً مستقلاً للمشكلات المنهجية في التخطيط السعري الصناعي، ولا سيما تطبيق جداول المدخلات والمخرجات وأسلوب التكرار في حساب الأسعار. أما الفصل الختامي، فيتناول التنظيم المؤسسي لإعداد الخطط السعرية في ج.أ.د وآليات صنع القرار في تغيير الأسعار الصناعية ونشرها وتوازن آثارها. وتُلحق بالدراسة نماذج تطبيقية موضحة. تكتسب هذه الدراسة أهميةً مضاعفة كونها قُدِّمت بالتزامن لمعهد التخطيط القومي وهيئة التخطيط السعري بمصر، مما يعكس توجهاً نحو الاستفادة من التجربة الألمانية الشرقية في تطوير منظومة التسعير المصرية إبان سبعينيات القرن الماضي. |
