إن احدى المشاكل الأساسية التى أدت إلى تدهور أوضاع التعليم هى قضية التمويل ومن المعلوم أن الانفتاح وما صاحبه من اصلاح اقتصادى واتفاقات نع الهيئات الدولية قد أدى إلى هبوط نسبة الإنفاق الحطومى السنوى من 22% فى الستينات إلى 15% فى السبعينات إلى 10% فى الثمانينات ثم 6% عام 90/1991...
