Planning is an organized means to achieve specific goals by identifying and directing the community's resources in a way that helps achieve these objectives with minimal social and economic cost. The planning process begins by identifying national resources in all forms (material, financial, human) and determining how to mobilize and utilize them. It is based on studying the current and future economic situation and the pattern followed in economic development, aiming to address the economic and social problems faced by the country.
