| 總結: | This study examines manpower issues as a fundamental component of economic development, with particular emphasis on the Nigerian experience during the early stages of national development planning in the 1960s. The paper aims to analyze the relationship between manpower planning and economic development objectives and to demonstrate the importance of integrating education, training, and employment policies into a comprehensive national planning framework. The study is based on the socioeconomic transformations experienced by Nigeria following independence, during which the government initiated an ambitious national development plan aimed at improving living standards and establishing a diversified and self-sustaining economy. The paper argues that achieving these objectives requires the availability of adequately trained human resources across productive and service sectors, making manpower planning a critical requirement for successful development. The research further discusses the findings of the Ashby Report concerning Nigeria’s requirements for high-level and middle-level manpower. It emphasizes the need to reassess projected manpower requirements in light of rapidly changing labor market conditions. One of the major problems identified is the mismatch between educational outputs and the actual requirements of the national economy, particularly regarding technical and intermediate-level manpower. The paper also addresses several social and economic issues related to labor market conditions, including rural unemployment, migration from rural areas to urban centers, and the impact of rapid population growth on employment opportunities and educational services. In addition, the study evaluates the challenges involved in expanding employment opportunities while preserving productivity and economic efficiency. The academic significance of the study lies in its development of an analytical framework connecting manpower planning with broader economic and social development strategies. Consequently, the research provides valuable insights for researchers and policy makers concerned with labor force development and planning issues in developing economies. |
