Consequently, these differences create important challenges for planning authorities in designing development strategies and allocating resources efficiently. The study adopted a quantitative and analytical approach based on economic planning models linking inputs and outputs across sectors. It investigated the interrelationships among sectors using technical coefficients that describe patterns of economic interdependence. The research also introduced a distinction between national sectors and international sectors, identifying sectors whose outputs mainly satisfy domestic demand and those capable of interacting with international markets through exports and imports. Furthermore, the study analyzed the role of sectoral investments in achieving economic growth objectives and emphasized that the effectiveness of development plans depends largely on determining the optimal distribution of investments among different sectors. Particular attention was given to sectors such as construction, energy, transportation, and public services because of their strategic contribution to broader economic activity and their influence on production capacity across the economy. The findings indicate that effective economic planning requires careful consideration of time differences among projects regarding implementation periods and expected returns. Ignoring these temporal dimensions may create structural imbalances and inefficient resource allocation. The study concludes that dynamic planning models capable of incorporating time factors into economic analysis provide an effective framework for improving investment decisions and promoting balanced and sustainable economic development. |

The study concludes that dynamic planning models capable of incorporating time factors into economic analysis provide an effective framework for improving investment decisions and promoting balanced and sustainable economic development. تتناول هذه الدراسة قضية التخطيط التنموي في إطار التحليل القطاعي، مع التركيز على الاختلاف في فترات النضج الزمني للمشروعات والقطاعات الاقتصادية المختلفة وأثر ذلك في عملية التخطيط الاقتصادي طويل المدى. وتنطلق الدراسة من فرضية أساسية مفادها أن القطاعات الاقتصادية لا تستجيب للاستثمارات بنفس السرعة، إذ تختلف المدة الزمنية اللازمة لتحويل الاستثمارات إلى طاقات إنتاجية فعلية، وهو ما يفرض تحديات مهمة أمام عملية إعداد الخطط التنموية وتخصيص الموارد بصورة كفؤة. اعتمدت الدراسة على منهج تحليلي كمي مستند إلى نماذج التخطيط الاقتصادي التي تربط بين المدخلات والمخرجات، حيث تم تحليل العلاقات المتبادلة بين القطاعات الاقتصادية المختلفة باستخدام معاملات فنية توضح طبيعة الاعتماد المتبادل بينها. كما تناولت الدراسة مفهوم القطاعات الوطنية والقطاعات الدولية، مع التمييز بين الأنشطة التي تعتمد بصورة أساسية على الطلب المحلي وتلك التي يمكنها التفاعل مع الأسواق الخارجية من خلال التصدير والاستيراد. وركزت الدراسة على تحليل دور الاستثمارات القطاعية في تحقيق أهداف النمو الاقتصادي، موضحة أن نجاح الخطط التنموية يتوقف على اختيار التوزيع الأمثل للاستثمارات بين القطاعات المختلفة. كما أشارت إلى أن بعض القطاعات – مثل البناء والطاقة والنقل والخدمات العامة – تؤدي دوراً محورياً في دعم الأنشطة الاقتصادية الأخرى، مما يجعل توقيت الاستثمار فيها عاملاً مؤثراً في الأداء الاقتصادي الكلي. وتوضح النتائج أن التخطيط الاقتصادي الفعال يتطلب مراعاة الفروق الزمنية بين المشروعات من حيث فترة التنفيذ والعائد المتوقع، لأن تجاهل تلك الاختلافات قد يؤدي إلى اختلالات هيكلية في الاقتصاد وإلى سوء استخدام الموارد. وتخلص الدراسة إلى أن استخدام نماذج تخطيط ديناميكية قادرة على دمج البعد الزمني في التحليل يمثل أداة فعالة لتحسين قرارات الاستثمار وتحقيق تنمية اقتصادية أكثر توازناً واستدامة. 2024-12-17T09:19:42Z 2024-12-17T09:19:42Z 1964-03 Book http://repository.inp.edu.eg//handle/123456789/5612 سلسلة مذكرات خارجية رقم (434); application/pdf معهد التخطيط القومى |
