Capital Formation Pakistan economic policy paper One of the major aims of economic policy in Pakistan has been to accelerate the pace of capital formation in the country. According to estimates prepared by the Planning Commission, the rate of gross investments in both the public and private sectors rose during the First Five-Year Plan (1955-1960). An analysis of gross investment composition during this period shows that while expenditures in the public sector almost doubled from 1954-55 to 1958-59, investments in the private sector remained relatively stable. Given the rising prices of capital goods during this time, real investment in the private sector appears to have declined.
