This study examines the relationship between public budgeting and development planning in the United Arab Republic (Egypt), highlighting the transformation of the public budget from a financial instrument for recording revenues and expenditures into a strategic mechanism for implementing comprehensive economic and social development plans. The paper focuses on the Egyptian experience during the early 1960s, when the country adopted its First Five-Year Development Plan (1960–1965) within a broader ten-year development framework extending to 1970. This framework aimed to substantially increase national income and promote structural transformation of the economy. The study explains how public budgeting became closely integrated with national planning by linking financial appropriations to investment projects, production targets, and social development objectives. Through this integration, public resources could be allocated more efficiently to priority sectors such as agriculture, industry, transportation, education, and public services. The paper also examines the institutional structure responsible for planning, implementation, and monitoring, emphasizing the role of the Ministry of National Planning and specialized cabinet committees in coordinating annual budgets with development plans. Particular attention is given to the mechanisms of progress reporting, performance measurement, and project evaluation that were designed to monitor implementation and assess achievements against planned targets. The study highlights the importance of statistical systems, national accounting data, and periodic reporting procedures in providing the information required for policy adjustment and effective decision-making. Furthermore, it discusses the principle of continuous planning, whereby planning, execution, reporting, and evaluation are treated as interconnected processes rather than separate administrative functions. The research also explores the flexibility built into the budgeting and accounting system, which allows public agencies to manage resources efficiently while maintaining accountability and financial control. The study concludes that successful economic and social development depends on the effective integration of budgeting and planning systems. Public budgeting should therefore be regarded not merely as a financial document but as a development management tool capable of translating national objectives into actionable programs and projects.
