Agriculture (Part II) الظروف الاقتصادية للتوسع الرأسي في الزراعة في الجمهورية العربية المتحدة- الجزء الثاني Hammam, Ezz El Din mechanization agriculture veterinary services co-operatives 11 p يتناول هذا البحث موضوعات بحوث التدريب التي أُعدت في إطار البرنامج التدريبي طويل الأجل الأول بمعهد التخطيط القومي خلال الفترة من نوفمبر 1961 إلى نوفمبر 1962، باعتبارها جزءًا من الجهود الرامية إلى إعداد كوادر علمية وفنية قادرة على المساهمة في التخطيط الاقتصادي والاجتماعي والتنمية القومية. ويهدف البرنامج إلى تنمية القدرات البحثية والتحليلية للمتدربين من خلال تكليفهم بإعداد دراسات تطبيقية تتناول قضايا التخطيط والتنمية والاقتصاد والإدارة العامة والموارد البشرية والإنتاج والخدمات الاجتماعية. ويستند البرنامج إلى مبدأ الربط بين الدراسة النظرية والتطبيق العملي، حيث يتم تدريب المشاركين على استخدام الأساليب العلمية والكمية في تحليل المشكلات التنموية واقتراح الحلول المناسبة لها. كما يركز على تنمية مهارات البحث العلمي وجمع البيانات وتحليلها وصياغة التوصيات التي يمكن الاستفادة منها في دعم السياسات العامة وصنع القرار. ويبرز البحث أهمية التدريب كوسيلة لبناء القدرات المؤسسية وإعداد الكفاءات الوطنية القادرة على التعامل مع التحديات الاقتصادية والاجتماعية المتزايدة التي تواجه الدول النامية. كما يناقش الدور الذي تؤديه برامج التدريب المتخصصة في نشر ثقافة التخطيط وتعزيز استخدام المناهج العلمية في إدارة الموارد وتوجيه الاستثمارات وتحقيق التنمية المتوازنة. ويتناول كذلك أهمية اختيار موضوعات بحثية ترتبط بالمشكلات الواقعية واحتياجات التنمية الوطنية، بما يسهم في تحقيق التكامل بين النشاط الأكاديمي ومتطلبات التطبيق العملي. ويؤكد البحث أن تنمية الموارد البشرية المؤهلة تعد من أهم مقومات نجاح خطط التنمية، وأن برامج التدريب والبحث العلمي تمثل أدوات أساسية لإعداد القيادات والكوادر المتخصصة القادرة على المساهمة في تنفيذ السياسات التنموية ومتابعتها وتقييم نتائجها. ويخلص إلى أن بحوث التدريب لا تمثل مجرد نشاط أكاديمي، بل تعد وسيلة فعالة لبناء المعرفة التطبيقية وتعزيز القدرات الوطنية في مجالات التخطيط والتنمية والإدارة الاقتصادية، بما يدعم تحقيق الأهداف التنموية طويلة الأجل. This study examines the training research topics prepared within the framework of the First Long-Term Training Program conducted by the Institute of National Planning during the period from November 1961 to November 1962. The program was designed as part of a broader effort to develop qualified professional and research personnel capable of contributing to national economic and social planning. The study highlights the importance of research-oriented training in building analytical, technical, and policy-related capacities among participants. Through the preparation of applied research projects, trainees were encouraged to investigate issues related to development planning, economics, public administration, human resources, production systems, and social services. The program was based on the integration of theoretical knowledge and practical application, enabling participants to employ scientific and quantitative methods in analyzing development problems and formulating evidence-based recommendations. Particular emphasis was placed on strengthening research skills, including data collection, statistical analysis, problem identification, policy evaluation, and report preparation. The paper discusses the role of such training initiatives in enhancing institutional capacity and preparing national cadres capable of addressing the complex economic and social challenges facing developing countries. It further emphasizes the contribution of specialized training programs to promoting a culture of planning, encouraging the use of scientific methods in public decision-making, and improving the management of resources and development projects. The study also underlines the importance of selecting research topics that are directly related to real development issues and national priorities, thereby ensuring a strong connection between academic inquiry and practical policy needs. Furthermore, it argues that human resource development is one of the most critical prerequisites for successful development planning and implementation. By equipping trainees with analytical and research competencies, training programs contribute to the formation of skilled professionals capable of participating effectively in policy formulation, project implementation, monitoring, and evaluation.
