The primary aim of industrial planning is to reinforce the socialist economic foundation by fostering proportional development, enhancing the structure of collective production, and improving both the technical level and quality of industrial output. As a central element of national economic planning—accounting for two-thirds of the national product—industrial development addresses key economic, social, scientific, and technical challenges. Strategic priorities include the advancement of industries critical to scientific and technological progress, such as engineering and chemical production; the creation of advanced machinery systems for the re-equipment of national economic sectors; and the optimization of the balance between production means (Group "A") and consumer goods (Group "B") to better satisfy public needs.
