The fourth session of the Scientific Follow-up Activity at the Institute of National Planning, held on 6 January 2026 under the title “Reading the Pioneers’ Publications: Fundamentals and Approaches to Planning,” presented an analytical review delivered by Prof. Heba Saleh Meghib of the Institute’s pioneering publications from the 1960s to the 1980s, with the aim of re-reading them in light of contemporary changes. The session reviewed the most important foundational works of development planning, highlighting the organic relationship between national development planning and the state budget, defining planning as a rational process for choosing the appropriate means to achieve predetermined goals under known resources and constraints, and stressing that planning does not contradict the market but rather complements it. It also addressed the importance of planning in developing countries despite challenges such as data shortages and weak institutional capacities, the role of quantitative models, regional planning, technology localization, and restoring geographical balance to development, in addition to discussing issues of public spending efficiency, integrating the spatial dimension, the role of planning in times of crises and wars, and the importance of foresight and flexible, participatory, evidence-based planning. The interventions emphasized the persistence of the gap between academic knowledge and decision-making, the need to strengthen the role of think tanks, improve the national data system, build multidisciplinary teams, and move from plan preparation to effective implementation, monitoring, and evaluation, as well as documenting the institutional memory of planning. The session concluded with recommendations calling for adopting a new, more integrated, flexible, and participatory planning model, localizing knowledge, developing planning tools, and integrating futures studies into policymaking to ensure sustainable development capable of addressing the complexities of the twenty-first century. |
