The study titled “Terms of Reference for the Regional Development Plan of South Egypt,” issued by the Institute of National Planning in February 1978, sets out the framework for preparing an integrated development plan for the South Egypt Region in light of rapid population growth, increasing pressure on the limited agricultural land in the Nile Valley and Delta, and the need to redistribute population and economic activities beyond the traditional core areas. The study defines the main development objectives as creating new population attraction centers, generating employment opportunities, strengthening integration with Sudan, increasing self-sufficiency, opening alternative import and export outlets, and exploiting natural and tourism resources. It presents a division of the region into three main axes: The Eastern Axis (Red Sea coast and Eastern Desert), the Central Axis (Nile Valley and the High Dam area), and the Western Axis (plateaus and oases of the Western Desert), outlining the characteristics of each. It also specifies the scope of work for consultants to include studies on agriculture, groundwater resources, mineral resources, industry, energy, tourism, infrastructure, and transportation, as well as the preparation of alternative regional plans incorporating phased programs, cost estimates, and implementation priorities. Furthermore, it addresses requirements for periodic and final reports, data to be provided by the government, proposal submission requirements, evaluation criteria, implementation procedures, and the timetable for commencement of work, ensuring the preparation of a comprehensive, actionable development plan aligned with national objectives. |
