| Riassunto: | يصعب تحقيق الإصلاح الاقتصادى بدون اعادة التوازن بين الإنتاج الوطنى واحتياجات الاستهلاك المحلى بغير اجراءات جادة وعاجلة لعلاج الخلل بين الإنتاج والاستهلاك المحلى. ولذا اتجهت سياسة الدولة خلال السنوات الأخيرة إلى التوسع فى مشروعات الاستزراع السمكى وساعدت الظروف البيئية على تشجيع هذا الاتجاه حبث الظروف المناخية مناسبة طول العام، كما أن وجود شبكة ترع ومصارف لخدمة نظام الرى والصرف، كان أحد عوامل الأساسية التى التى ساعدت على هذا التوجه، بجانب خصوبة المواقع القابلة للإستزراع السمكى خاصة فى اقليم الدلتا والبحيرات ومصاب المصارف. ولما كانت عملية الاتزراع السمكى تحتاج إلى عدة مقومات أساسية يجب توفيرها حتى تتحقق الكفاءة الاقتصادية لمثل هذه المشروعات، لذا فإن التوسع المخطط فى مشروعات الاستزراع السمكى يتطلب معالجة هذه العناصر بعناية ودقة غى اطار التحليل المستقبلى لإمكانيات التوسع، لتحقيق
التناسب بين هذه العوامل
It is difficult to achieve economic reform without restoring balance between national production and domestic consumption, except through serious and urgent measures to address the imbalance between production and local consumption.
Accordingly, in recent years, state policy has moved toward expanding fish farming projects. Environmental conditions have supported this direction, as the climate is suitable throughout the year. In addition, the presence of an extensive network of canals and drains serving the irrigation and drainage system has been one of the main factors encouraging this trend, along with the fertility of sites suitable for aquaculture, particularly in the Delta region, the lakes, and the outlets of drainage canals.
Since fish farming requires several essential inputs to ensure the economic efficiency of such projects, the planned expansion of aquaculture projects necessitates careful and precise consideration of these elements within a forward-looking analysis of expansion potential, in order to achieve proper balance among these factors. |
