التزمت الدولة ومنذ بداية عقد التسعينات تقريبا بتعيين الخريجين فى الوظائف الحكومية وفى مؤسسات وهيئات أو شركات القطاع العام. ولقد ساعدها على الوفاء الاتجاه نحو التصنيع، وزيادة نشاط القطاع الزراعي، وبما يتطلب ذلك من تطوير الأجهزة ومؤسسات الدولة والقطاع العام، إلى جانب تطوير البنية السياسية الاجتماعية....

| description | التزمت الدولة ومنذ بداية عقد التسعينات تقريبا بتعيين الخريجين فى الوظائف الحكومية وفى مؤسسات وهيئات أو شركات القطاع العام. ولقد ساعدها على الوفاء الاتجاه نحو التصنيع، وزيادة نشاط القطاع الزراعي، وبما يتطلب ذلك من تطوير الأجهزة ومؤسسات الدولة والقطاع العام، إلى جانب تطوير البنية السياسية الاجتماعية. ولما كان وجود البطالة بين الخريجين يمثل مشكلة اجتماعية ذات أبعاد اقتصادية واجتماعية وسياسية غير مرغوبة، فإن القطاء على هذه المشكلة أو التخفيف من حدتها كان هدفا قوميا سعت الدولة إلى تحقيقه من خلال المساعدة فى توفير العمل المنتج أمام الخريجين وعن طريق عدة محاور متنوعة. ومن بين المسارات التى اتجهت إليها الدولة لتحقيق هذا الهدف مشروع تشغيل الخريجين فى الزراعة والذي تقوم فكرته الأساسية على تخصيص جانب من الأراضي الجديدة المستصلحة من أجل توزيعها على الخريجين بهدف ممارساتهم للنشاط الزراعى ومن ثم فرص العمل المنتج.
Since the beginning of the 1990s, the state committed itself to appointing graduates to government jobs and to positions in public sector institutions, authorities, and companies. The state was able to fulfill this commitment due to the trend toward industrialization and the expansion of activity in the agricultural sector, which required the development of state institutions and public sector organizations, in addition to the advancement of the socio-political structure.
Since the existence of unemployment among graduates represents a social problem with undesirable economic, social, and political dimensions, eliminating this problem or reducing its severity became a national objective that the state sought to achieve by helping provide productive employment opportunities for graduates through several diverse approaches. Among the paths adopted by the state to achieve this objective was the project of employing graduates in agriculture, whose basic idea is based on allocating part of the newly reclaimed lands to be distributed among graduates so that they can engage in agricultural activities and thereby obtain productive employment opportunities. |
