The study focuses on the importance of social defense programs in tackling issues of delinquency and homelessness among youth, and providing care for prisoners and their families, through a comprehensive perspective that integrates social and economic aspects. The memorandum reviews the evolution of rural services in Egypt across multiple historical stages, from 1939 to 1960, highlighting the challenges faced by farmers and the impact of foreign privileges. It also emphasizes the state's role in adopting social policies aimed at improving living standards in rural areas and expanding the scope of services provided to citizens.
