This memorandum highlights the importance of rationalizing commodity imports as a key objective of the Third Five-Year Plan for addressing the structural imbalance in Egypt's trade balance, in parallel with export development efforts. The study focuses on analyzing the evolution of three main commodity groups (consumer, intermediate, and investment) during the period from 1981 to 1994, a period characterized by economic liberalization policies and a floating exchange rate. Through descriptive and econometric analysis, the memorandum aims to identify the national variables that most significantly influence these imports, such as final consumption, GDP, and fixed investment, to provide a scientific tool to support foreign trade policy formulation and future needs planning.
The memorandum also analyzes the "import elasticities" of each commodity group, demonstrating that intermediate imports possess elasticity that allows for the substitution of local products, while essential investment and consumer imports (such as wheat, medicine, and equipment) remain less elastic due to their dependence on domestic production. The study presents future import projections up to 2002 based on two scenarios: one assuming the continuation of current trends, and the other adopting the targets of the long-term national plan. The report concludes with recommendations emphasizing the need to rationalize spending on consumer goods in favor of investment spending, and to deepen local manufacturing to reduce dependence on imports, while taking into account the impact of international variables such as the GATT agreement on the food import bill. |
