| description | تستهدف الدراسة تقييم نتائج تطبيق أدوات السياسة الصناعية على قطاع الصناعة التحويلية، وتحديداً على تعميق التصنيع المحلي. وتركز الدراسة على استعراض التجارب الناجحة في عدد من دول العالم في مجال تعميق التصنيع المحلي، وذلك من خلال تطبيق أدوات السياسة الصناعية. وتقدم الدراسة أيضًا عرضاً لأدوات تقييم نتائج السياسات الصناعية بشكل عام. وتخلص الدراسة إلى عدم اتباع سياسة صناعية داعمة لتعميق التصنيع المحلي في مصر خلال السنوات الماضية بالمفهوم المتبع في الدول التي حققت نجاحًا في هذا المجال. وفي ضوء اهتمام الدولة المصرية مؤخرًا بالسياسة الصناعية الداعمة لتعميق التصنيع المحلي، تبنت الحكومة عددًا من السياسات الصناعية لتحفيز تعميق التصنيع المحلي، وبدأت في تنفيذ مجموعة من الإجراءات لتحقيق ذات الغرض. وعلى الرغم من أنه لا يمكن تقييم نتائج هذه السياسات والإجراءات على تعميق التصنيع المحلي، لحداثة التجربة، إلا أنه يمكن الاستفادة من أدوات التقييم الناجحة والاستعداد لإجراء التقييم بعد فترة زمنية مناسبة، بحيث يتم تحليل الوضع الراهن الذي يمثل سنة الأساس لمقارنتها لاحقًا بنتائج تطبيق السياسات والإجراءات الداعمة لتعميق التصنيع المحلي. وتجدر الإشارة إلى ضرورة تحديد مجموعة من الأهداف الواضحة التي يقاس مدى التقدم في تحقيقها من خلال مؤشرات ذكية وخطة متكاملة للمتابعة والتقييم.
The main objective of the study is to evaluate the results of applying industrial policy tools to the manufacturing sector, with special emphasize on deepening local industrialization. The study focuses on reviewing successful experiences in different countries. It presents the tools used to evaluate the results of industrial policies in general. The study concludes that Egypt did not adopt an active industrial policy to deepen local industrialization during the past years, in line with the concept applied in successful countries. Given its recent interest in applying active industrial policy to stimulate local industrialization, the government has adopted several industrial policies and has begun to implement a set of measures to achieve this objective. Although it is not possible to evaluate the results of these policies and procedures on deepening local industrialization, since these policies are recently applied, it is possible to benefit from successful evaluation tools, to conduct the evaluation after an appropriate period, so that the current situation that represents the base year is analyzed to compare it later with the results. Implementing policies and procedures supporting the deepening of local industrialization implies defining a set of clear goals, to measure progress towards achieving them through smart key performance indicators and an integrated plan for monitoring and evaluation. |
