| spelling | oai:repository.inp.ed.eg:123456789-34792025-03-23T10:13:19Z 223- المشروعات القومية للتنمية الزراعية فى الأراضي الصحراوية / The National Projects for Agricultural Development in Desert Lands عبد القادر دياب. ممدوح شرقاوي هدى النمر صادق رياض سامح طلعت واخرون التنمية الزراعية التخطيط الزراعي السياسة الزراعية الأراضي الصحراوية المشروعات القومية يوليو 2010. يشتمل على إرجاعات ببليوجرافية. 118 ص. ؛ في ظل العلاقات التبادلية ما بين خطط التنمية وما تتضمنه من سياسات ومشروعاتها الاستثمارية واعتماد جودة كل منهما على جودة الآخر. ومع كبر حجم الإنفاق الاستثماري على المشروعات القومية للتنمية الزراعية بالأراضي الصحراوية تواجه هذه المشروعات حالياً بالتساؤل عن مستوي أدائها ودرجة الترابها من تحقيق أهدافها المخططة. كما أن محاولة الإجابة على هذا التساؤل تطرح بدورها تساؤلات أخري عن الإطار المؤسسي والتنظيمي والسياسات التي تعمل في إطارها هذه المشروعات، وعن المشاكل والمعوقات التي تواجهها وأسبابها، وبغرض تحديد السياسات الملائمة لدفع أدائها أو تعديل مسارها نحو تحقيق الأهداف الوطنية المنشودة منها. وللإجابة على هذه التساؤلات تضمنت الدراسة البحث في مبررات التوسع الزراعي بالأراضي الصحراوية لما لها من ارتباط مع تحديد أهداف وتصميم وسياسات تنفيذ وتشغيل هذه المشروعات. كما تضمنت التعريف بأهداف نماذج المشروعات المختارة للدراسة ومكوناتها الرئيسية ثم البحث في الإطار التشريعي والتنظيمي، وسياسات استصلاح واستزراع الأراضي الصحراوية باعتبارها تمثل البيئة الاقتصادية التي تعمل في إطارها هذه المشروعات، وبغرض الكشف عن ما قد يوجد من الصور بها أو مدي مواجتها لإعداد وتنفيذ هذه المشروعات وتسييرها في اتجاه تحقيق الأهداف المخططة بفاعلية وكفاءة. ثم انتقلت الدراسة إلى البحث في نظم إدارة، وسياسات تنفيذ وتشغيل نماذج المشروعات تحت الدراسة، وقياس إنجازاتها ومعدلات أدائها، وتحديد المشاكل والمعوقات التي تواجه التنفيذ، والتشغيل بالإضافة إلى ثمار التنمية في منطقة عمل هذه المشروعات، كما تناولت الدراسة الدروس المستفادة من تجارب الماضي في استصلاح واستزراع الأراضي الجديدة. ومن النتائج المستخلصة من الدراسة تحديد المحافظات ذات الأولوية في منح الفرص لسكانها للتهجير واستيطان أراضي هذه المشروعات إلى جانب تحديد أولويات المحاصيل للزراعة في هذه الأراضي. كما تستخلص الدراسة من نماذج المشروعات تحت الدراسة استنادها على دراسة الجوانب الفنية للأراضي والمياه والبنية الأساسية بهذه المشروعات دون استنادها على دراسات جدوي متكاملة مما يتوقع معه ضعف الأداء في التنفيذ مع احتمالات الانحراف عن المسار نحو الأهداف المخططة، ومن مستخلصات الدراسة أيضاً ضعف إنجازات ومعدلات أداء المشروعات تحت الدراسة مع تحديد المشاكل والمعوقات المسئولة عن ذلك، ومن ثم الحاجة إلى تطوير نظم إدارة هذه المشروعات، وتحديد أهدافها بما يتواءم مع الإمكانيات المالية والفنية والتنظيمية المتاحة فضلاً عن الحاجة إلى مراجعة سياسة تخصيص الأراضي بين المجموعات المختلفة من المستثمرين. وتسعير أراضي هذه المشروعات وكذلك التزامات المستثمرين، والحوافز الممنوحة، وهو ما يستلزم بالتبعية مراجعة أحكام التشريعات ذات الصلة إذا ما أخذ بمقترحات الدراسة. Development plans, policies and Investment projects have their mutual relationships- Therefore, their quality depend on each other- with large volume of investment spending on national projects of desert land reclamation, these projects are currently subjects to questioning on the level of performance and achievement of their planned targets. The attempt to answer this questioning raises, in turn, other questions about the institutional frame work, organizational structure and policies under which these projects are implemented and operated. To identify appropriate policies to promote their performance or modify their Track towards the achievement of the intended national targets, problems and constraints facing these projects have to be investigated deeply. To answer these questions, The study included Justifications for agricultural expansion in desert land due to their correlation with the set of goals, and implementation & operation policies of these projects. Also, the study introduced the objectives of selected projects and their main components. The search in the legislative regulatory frame work and policies of desert land reclamation and cultivation has been covered by the study. Then, the study analyzes the management systems and policies of implementation and operation of projects under study. These projects, achievements and performance rates has been measured. Problems and constraints facing these projects have been identified too. Also, the study addressed lessons learned from past experiences in new land reclamation and cultivation. In addition, Proposed policies for promotion and effectiveness of these projects have been introduced. The conclusion drawn from the study was to determine governorates in which opportunities should be given for its residents to the displacement and settlement in these project areas. Priorities for crops to be cultivated in these areas have been identified too. The study also concludes that projects under investigation were based on the study of technical aspects of land, water and infrastructure of these projects rather than integrated feasibility studies. This may lead to poor performance in the implementation with potential deviation from the path of the planned targets. The weak achievements and low performance rates of these projects are the outcomes of this investigation. Problems and constraints responsible for that are identified. Development of these projects management systems and defining their objectives in line with the financial, technical and available management capabilities are essential factors. On the other hand, there is a need to review policies of land allocation between different groups of investors, pricing of land, and incentives, as well as the obligations of investors.
