Egypt is in Urgent need for posting appropriate strategic vision of development and path for strategic transformation and corresponding national planning concepts. This task has to be done on the basis of comprehensive and systemic paradigm of development process in all its subsystems. It is necessary also to assure linking Egypt with the new world order and “new economy”- based on information and knowledge and well-established on scientific research and technological development. All of above tasks necessitates monitoring, analyzing and evaluation of system information technology in Egypt, from the technical and economic aspects, in order to put a better definition of their problems, paving the road to developing information sector in its broad sense according to the determined strategic vision.
