| spelling | oai:repository.inp.ed.eg:123456789-35182025-02-23T10:00:58Z 163- تقييم وتحسين أداء بعض المرافق العامة : مياه الشرب والصرف الصحي / Evaluation and improvement of the performance of some public facilities: drinking water and sanitation محرم الحداد حسام مندور نفيسة أو السعود محمد نصر فريد نيفين كمال وأخرون المرافق العامة. المياه. الصرف الصحي. الخدمات العامة. مياه الشرب والصرف الصحي. يوليو 2003. يشتمل على إرجاعات ببليوجرافية. 93 ص. ؛ يعد قطاع مياه الشرب والصرف الصحي أحد أهم القطاعات الخدمية والذى يوفر خدمة هامه لكل مواطن في المجتمع حيث يرتبط ارتباطا وثيقا بتلبية حاجات الفرد الأساسية والتي تعتبر من أساسيات الحياة في الحفاظ على حياة الفرد . هذا بالإضافة إلى أن هذا القطاع - من خلال توفيره لخدمات امدادات مياه الشـــــــرب النقية والصرف الصحي يعمل على تنمية المجتمع من كافة جوانبه وتحسين البيئة، كما يعتبر مقياسا للمستوى الاجتماعي والصحي للمجتمعات . لذا فقد حظى هذا القطاع بالكثير من الاهتمام والمجهودات وأولته الدولة اهتماما كبيرا في خطط التنمية وخاصة فيما يتعلق بتوجيه استثماراتها الحكومية . ومع أن هذا القطاع الحيوي الهام يتسم بكبر نصيبه من الاستثمارات الحكومية وتزايدها المطرد مع الزمن مقارنة بباقي قطاعات الخدمات الاجتماعية كالإسكان وكذلك إنخفاض الاستثمارات الموجهه إليه من القطاع الخاص ، إلا أنه يتسم أيضا بكبر قيمة مستلزمات إنتاجه، كما أن أسعار خدماته لا تعكس حتى التكلفة الاقتصادية للخدمة ولا تتضمن التكلفة البيئية، وأنه يواجه تحديات كثيرة منها زيادة عدد السكان وتزايد الأنشطة الزراعية والصناعية وغيرها من الأنشطة والتى تستلزم زيادة كميات المياه وتوفير التكنولوجيا المناسبة لتحسين نوعية المياه وأساليب التخلص منها، الأمر الذي لا يعتبر بسيط ولاهينا فيما يتعلق باستمرارية قدرة الحكومة على استمرار تقديم وإدارة هذه الخدمة. The drinking water and sanitation sector is one of the most important service sectors, providing a vital service to every citizen in the community. It is closely linked to meeting the basic needs of individuals, which are essential for maintaining life. In addition, this sector—through the provision of clean drinking water and sanitation services—contributes to the development of the community in all its aspects and improves the environment. It is also considered a measure of the social and health status of communities. Therefore, this sector has received significant attention and efforts, with the state giving it considerable importance in development plans, especially concerning directing its governmental investments. Although this vital sector has a large share of government investments that have steadily increased over time compared to other social service sectors like housing, it also experiences a low level of investments from the private sector. Furthermore, it is characterized by the high cost of its production inputs. The prices of its services do not even reflect the economic cost of the service, nor do they include environmental costs. It faces many challenges, including population growth, increased agricultural and industrial activities, and other activities that require higher water quantities and the provision of appropriate technology to improve water quality and disposal methods.
