The topic of popular participation is one of the most important topics that occupied the minds of sociologists, politicians, economists and administrators in both developing and developed countries alike before the middle of the last century. Contemporary development focused on the globalization of economic issues through international partnership mechanisms. Which focused on the use of Civil societies of peoples as a mechanism through which global policies are implemented for social development issues at the national, international and global levels.
