| spelling | oai:repository.inp.ed.eg:123456789-35342025-07-10T09:21:15Z 250-الصناديق والحسابات الخاصة : (فلسفة الإنشاء - الأسباب - جدواها ومستقبلها). / Private Funds and Accounts ( The Philosophy of Establishment-Reasons-Their Usefulness and Future) . ايمان احمد الشربيني عزيزة عبد الرزاق محمد حسن توفيق أمل زكريا عامر داليا ابراهيم واخرون السياسة المالية مصر. السياسة النقدية. الإدارة المالية. إصدار ديسمبر 2013. يشتمل على إرجاعات ببليوجرافية. 196 ص. ؛ نشأت الصناديق والحسابات الخاصة بموجب المادة 20 القانون 53 لسنة 1973 الخاص بالموازنة العامة للدولة.وقد ترتب على التوسع فى إنشاء الصناديق والحسابات الخاصة تجاوز الصرف منها على الأهداف التى أنشئت من أجلها، وتوصى الدراسة بعدم التباطؤ فى التعامل مع مشكلة الصناديق والحسابات الخاصة لما لذلك من عواقب وخيمة على المجتمع المصرى. ووضع إستراتيجية وطنية للتعامل مع مشكلة الصناديق الخاصة وذلك بتشخيص الوضع القائم وتقييمه ودراسة القوانين التى تحكمه. وإقرار مجموعة من الإجراءات العاجلة والمتوسطة المدى الرامية إلى تحسين أداء الصناديق والحسابات الخاصة وتفعيل دورها، وإعادة هيكلتها فى ضوء عملية منهجية لإحداث أثرها التنموى المطلوب.وتوصى الدراسة أيضاًبإدخال نظام محاسبى ومالى شفاف ومتطور وإعادة النظر فى القيادات الإدارية الحالية، والتدرج فى معالجة مشكلة الصناديق والحسابات الخاصة، لكى تكون هناك مواجهة عنيفة أمام الإصلاحات المراد تحقيقها وذلك فى ضوء رؤية مجتمعية وحوار مجتمعى حول جدواها ودورها فى المستقبل. Special funds and accounts were created by article 20 in the law 53/1973 for the public budget. The increase in the number of special funds and accounts results in deviations far from the purpose of its establishment.
