Egypt now believes that economic and social development can be enhanced if more importance was granted to developing ICT administratively and technically, with supporting laws and proper use. This study aims at highlighting the importance of building knowledge society and economy to face challenges of globalization. For that, development in ICT sector is considered with concentration on structure and administrative problems of its employment.
