| description | تعتبر قضية تخفيف وطأة الفقر عن الفقراء ومحدودى الدخل من اهم اولويات الحكومة والمجتمع معا. ومن هذا المنطلق تبرز اهمية شبكات الامان الاجتماعى كأحد اهم الادوات التى تستخدم فى التعامل مع الاثار السلبية لمشكلة الفقر على مستوى المجتمع. وعلى الرغم من التوجهات الايجابية للدولة والموارد المتاحة لتحقيق هذا الهدف نجد ان المؤسسات الحكومية العاملة فى هذا المجال لديها العديد من التداخل والتضارب فى الاختصاصات وعدم التكامل بالاضافة الى التنسيق المحدود سواء فيما بينها او مع مؤسسات المجتمع المدنى مما يؤثر فى تحقيق النتائج المرجوة. وهو ما يتناوله هذا البحث بمزيد من الدراسة وفقا للمنهج التحليلى الوصفى فى محاولة لتقديم مقترح لاطار مؤسسى قادر على اداء كافة الوظائف المطلوبة لتفعيل شبكات الامان الاجتماعى ، اطارا قادرا ان يتجاوز مشاكل ضعف التنسيق والتكامل بين المؤسسات المختلفة و أن يمتلك من المرونة و الكفاءة والقدرة على اتخاذ القرار ما تمكنه من تجاوز كافة العقبات الفنية و الادارية من أجل ادارة شبكات الامان الاجتماعى بصورة اكثر ايجابية مما هى عليه الان. |

The issue of alleviating poverty for the poor and low-income people is one of the most important priorities of both the government and society. From this standpoint, the importance of social safety nets stands out as one of the most important tools used in dealing with the negative effects of the problem of poverty at the community level. In spite of the positive trends of the state and the resources available to achieve this goal, we find that the governmental institutions working in this field have many overlaps and conflicts in the terms of reference and lack of integration in addition to the limited coordination, whether among themselves or with civil society institutions, which affects the achievement of the desired results.
