كذلك تم دراسة عدد من التجارب الدولية وأهم الممارسات في إصلاح الخدمة المدنية في ظل الرقمنة وإمكانية إفادة مصر منها، بالإضافة إلى تحليل مدى استعداد مصر وقطاع الخدمة المدنية بها للتواكب مع التطورات في الرقمنة وتعزيز الاقتصاد الرقمي الذي تبين منه أن ترتيب مصر في المؤشرات المتعلقة بمستوى التنمية الرقمية مقارنة بالدول الأخرى ما زال يتطلب مزيدًا من الجهد والعمل. |

This research aims to identify the most important features of the civil service system in Egypt, and its ability to keep pace with developments in the field of digitization, by studying and analyzing the most important characteristics of the Egyptian government’s administrative apparatus and the legislative framework regulating the work of the civil service represented in Law 81 of 2016, and the state’s vision for reform (Egypt’s vision 2030). It was clear that despite moving forward with the implementation of the programs that came in the of transparency and the efficiency of institutions pillar in the strategy, it was not able to achieve the targeted indicators in this pillar in the first stage by 2020, which casts doubts about the possibility of achieving them by 2030. Also the most important policies and procedures and progress in their implementation were monitored as stated in the anti-corruption strategy and the most important challenges hindered their implementation.
