Until 1952, most of the focus was on agriculture, while industry accounted for a small part of the national income. Rapid population growth exacerbated the problem of limited agricultural land. The revolutionary government met these challenges by increasing attention to industry, implementing numerous industrial projects, and a first five-year plan was drawn up in 1957 to organize and industrialize. In 1960, a two-stage comprehensive economic development plan (1960–64 and 1965–69) was announced to develop agriculture, industry, transportation, health and education services.
