| Tóm tắt: | This paper discusses the scientific methods applicable to regional planning, focusing on developing a plan that specifies activity levels across multiple sectors and regions simultaneously. The problem is analyzed using a two-dimensional approach, encompassing total production and related investment programs. Sectors are categorized into regional, national, and international based on their ability to move between regions or countries. Additionally, a distinction is made between shiftable and non-shiftable sectors based on production costs rather than transportation costs. The proposed model aims to allocate regional, national, and international activities in a way that ensures balance among sectors and regions, determining optimal locations for each activity based on its characteristics. The model is simple, based on approximations, and emphasizes sectoral income at constant prices for each sector in each region. It uses a simplified framework with three regions and five aggregated sectors to illustrate the planning process. |
