First Five-Year Plan, Appraisal is a planning process that aids in selecting projects suitable for inclusion in an economic development plan. Ignoring the appraisal process as a foundation for planning results in a plan built on weak grounds. As with any economic development plan, agricultural projects must be selected after being appraised using specific economic criteria to establish priorities. If the selection of agricultural projects is not based on proper appraisal, the plan will fail to achieve its defined goals. The U.A.R.'s first five-year plan for agricultural development, being a pioneer in agricultural planning, may have been based on weak foundations. Vertical development projects for plant production constitute the largest and most significant part of the agricultural plan. With the plan nearing completion, it presents an opportunity to assess whether it was based on sound criteria and foundations. Conducting this research at this stage can help identify shortcomings in the design of the first five-year plan to be addressed in the formulation and design of the second five-year plan. |
