Selecting the necessary means for achieving these targets. Aligning targets and means to maximize target implementation within the available resources. Planning does not involve passive forecasting without the intent of managing economic life directly. It is not merely a collection of methods for defining goals and selecting means; rather, it is an organizational activity that links different economic units, coordinates their decisions, and aligns their activities with national objectives. In a socialist economy, planning and economic management are closely intertwined. Each planning system corresponds to a specific management system, and vice versa.
