This study is an attempt to identify the necessary and essential means to develop the Egyptian financial system so as to provide the appropriate foundations for applying financial planning methods in a scientific manner in the Egyptian experience. The study notes the absence of the application of financial planning methods associated with in-kind planning methods in the history of Egyptian planning. The study notes that this is due to two main factors: The first is related to the characteristics of the current Egyptian planning system and the lack of objective conditions for the development of scientific comprehensive planning.
