Achieving predetermined goals requires meeting basic principles such as integration and comprehensiveness, controlling all macroeconomic variables. Consumption planning is a key component of national planning, aiming to determine total planned consumption and distribute it among various components, including private and public consumption. However, consumption planning has not received as much attention as investment planning due to the scarcity of investment resources in these countries, pushing them to seek more rational ways of resource distribution. In their quest for such rational methods, planners may struggle to give equivalent attention to other important variables.
