The crucial significance of manpower planning has been brought home to us by our practical experience and we have come to put the greatest importance to a scientific understanding of the issues involved. Unfortunately, I have not sufficient acquantance with the work that has been done in the Mediterranean Regional Project. The reports which have been made available are of a somewhat broader character and do not offer scope for detailed comments. Nevertheless, there are certain rather important points on which there appears to be general agreement.
