H. paper The purpose of this study is to examine the methods and procedures followed in preparing the State Budget in the U.A.R., with particular reference to two aspects. The first is to show the importance of the budget as an instrument of national deve- lopment, hence the usefullness of any improvement in budgeting. The second aspect is to examine the applicability and limitations of introducing performance budgeting form, as opposed to line-budgeting, or object-expenditure form of budget which is most commonly used. As an important criterion of examination,we use the degree to which performance-budgeting could benefit planners of economic and social development in the new countries in drawing up good plans and in supervising, subsequently, the execution of the development policies and projects. هدف هذه الدراسة هو فحص الأساليب والإجراءات المتبعة في إعداد الميزانية العامة للدولة في جمهورية مصر العربية، مع التركيز على جانبين محددين. الأول هو إظهار أهمية الميزانية كأداة للتنمية الوطنية، ومن ثم فائدة أي تحسين في عملية الميزنة. الجانب الثاني هو فحص قابلية تطبيق وإمكانيات تقديم شكل الميزانية المعتمدة على الأداء، مقارنةً بالميزانية الخطية أو شكل ميزانية المصروفات الذي يُستخدم بشكل شائع. كمعيار مهم للفحص، نستخدم درجة استفادة ميزانية الأداء من المخططين في التنمية الاقتصادية والاجتماعية في الدول الجديدة في وضع خطط جيدة والإشراف، بعد ذلك، على تنفيذ السياسات والمشاريع التنموية. 2024-12-30T12:20:18Z 2024-12-30T12:20:18Z 1961-06-01 Book http://repository.inp.edu.eg//handle/123456789/5951 eng سلسلة مذكرات خارجية;167 application/pdf INP |
