Izvleček:In this paper, planning is defined as a way of arriving at policy decisions designed to achieve desired objectives. In the context of economic development, it generally refers to the deliberate effort on the part of the government to accelerate the rate of economic growth and influence its shape. However, not every government action that affects economic growth qualifies as planning. For this reason, Hagen has listed the elements that constitute development planning, which include screening individual proposals, ensuring the complementarity of planned facilities and services, evaluating the desirability of all components, proposing measures to increase or decrease the expected level of aggregate demand for goods and services if it is expected to be too high, and determining the shares of the country's production to be devoted to investment and consumption.
