Drawing from the Philippines' experience, it aims to align policies in areas such as foreign exchange, financing, import licensing, foreign investment, trade, and tariffs. The system prioritizes achieving key objectives: directing scarce capital resources to productive uses, conserving foreign exchange, reducing unemployment, improving income distribution, and promoting economic growth.
