It is impossible to determine what is "necessary" or "desirable" in education for individuals or societies without identifying relevant goals. Once goals are identified, the feasibility of achieving them through education can be assessed, along with the effort required. However, the means-to-ends relationship is often unclear or non-quantifiable. The study emphasizes that educational needs vary with objectives, whether vocational, political, or social. Individual educational needs depend on multiple aspirations, and this principle also applies to societies.
