| spelling | oai:repository.inp.ed.eg:123456789-62042025-07-02T08:08:04Z تقييم آليات معالجة مشكلة العشوائيات في محافظة القاهرة "بالتطبيق علي مثلث ماسبيرو/ /Evaluation of mechanisms to address the problem of slums in Cairo Governorate “Applied to the Maspero Triangle فوزى, رانيا فايز عبد العال, فريد أحمد السكن البديل المناطق غير الآمنة الأحياء الفقيرة الأحياء العشوائية 138 ص استهدفت الدراسة تقييم آليات معالجة مشكلة العشوائيات في محافظة القاهرة، وذلك فى ضوء الاطلاع على الممارسات الدولية لاستخلاص دروس مستفادة، وأيضاً تقييم جهود الدولة في معالجة مشكلة العشوائيات باستخدام نموذج السكن البديل فى مشروع تطوير منطقة مثلث ماسبيرو بمحافظة القاهرة. أجابت هذه الدراسة على التساؤلات الخاصة بالاجراءات المتبعة لمعالجة مشكلة العشوائيات، لبيان مدى توافقها مع مخطط ورؤية تطوير محافظة القاهرة، والآليات المتبعة فى تطوير العشوائيات، وأثر هذه الآليات علي تحسين جودة الحياة في محافظة القاهرة (بالتطبيق على مثلث ماسبيرو). توصلت الدراسة إلى عدة نتائج منها: ضرورة الاعتماد على دور المؤشرات الحضرية في تقييم المناطق العشوائية والتعرف عليها، لتحديد القضايا والمشاكل الخاصة بها، والعمل على تبنى المفاهيم والمعايير العلمية للتعامل مع مشكلة العشوائيات فى مصر بعامة، ومحافظة القاهرة بخاصة، تحت مظلة الحق في السكن اللائق والحياة الكريمة، لتحقيق الأمان الاجتماعي، وضرورة الالتزام بالمؤشرات والمعايير الدولية في التعامل مع ظاهرة المناطق العشوائية قدمت الدراسة عدة توصيات منها: ضرورة تنفيذ مخططات السكن البديل في مناطق تجريبية لتحفيز باقي المناطق على الموافقة عليها، والعمل على إدراج مشكلة الأحياء الفقيرة في المناطق الحضرية ضمن سياسات واستراتيجيات الإسكان لذوي الدخل المنخفض الموجهة نحو الرفاهية والقائمة على السوق في العديد من الدول، مع إعطاء أولوية للتعامل بشكل علمي مدروس مع المشاكل المترتبة على تطوير منطقة مثلث ماسبيرو من خلال الدراسة المرورية عن إمكانية التعامل مع المنطقة المقابلة لمثلث ماسبيرو، حيث لا يوجد مخطط للتعامل مع المنطقة المقابلة لمثلث ماسبيرو. The study aimed to: Evaluate the mechanisms for addressing the problem of informal settlements in Cairo Governorate, in light of an reviewing of international practices to draw useful lessons. Additionally, the study assessed the efforts of the state in tackling the issue of informal settlements through the use of the alternative housing model in the development project of the Maspero Triangle area in Cairo Governorate." "This study answered the questions regarding: The procedures followed to address the problem of informal settlements, in order to assess their alignment with the development plan and vision for Cairo Governorate, the mechanisms used in the development of informal settlements, and the impact of these mechanisms on improving the quality of life in Cairo Governorate (with a focus on the Maspero Triangle area)." The study reached several conclusions including: The necessity of relying on the role of urban indicators in evaluating and identifying informal settlements, in order to determine the specific issues and problems they face. It also emphasized the importance of adopting scientific concepts and standards to address the problem of informal settlements in Egypt in general, and Cairo in particular, under the umbrella of the right to adequate housing and a decent life, in order to achieve social security. Furthermore, the study highlighted the need to adhere to international indicators and standards in dealing with the phenomenon of informal settlements." "The study provided several recommendations, including: The necessity of implementing alternative housing plans in pilot areas to encourage other areas to adopt them. It also recommended incorporating the issue of impoverished neighborhoods in urban areas into housing policies and strategies for low-income groups, aimed at welfare and market-based approaches, as is the case in many countries.
