| spelling | oai:repository.inp.ed.eg:123456789-62082025-07-02T10:03:20Z " دور السياسات الاقتصادية للحكومة المصرية في الحفاظ على النمو الاقتصادي أثناء مواجهة الأزمات (فيروس كورونا المستجد – نموذجًا)"// “The Role of the Egyptian Government’s economic Policies in maintaining Economic Growth during Crises (Novel Coronavirus – as - a model)” عبد الخالق, أحمد رشدى عرفات الباز, هبة محمود عفيفى, علا عاطف السياسات الاقتصادية فيروس كورونا النمو الاقتصادى 156 ص استهدفت الدراسة التعرف على "دور السياسات الاقتصادية للحكومة المصرية في الحفاظ على النمو الاقتصادي أثناء مواجهة الأزمات (فيروس كورونا المستجد – نموذجًا)". حيث تم التركيز في الدراسة على كيفية تأثير هذه السياسات على الاقتصاد المصري خلال كوفيد-19، وبحث مدى نجاح الحكومة في التخفيف من الآثار الاقتصادية والاجتماعية والصحية للجائحة. كما تم تناول تجارب دولية لتقديم رُؤى واستراتيجيات يمكن لمصر الاستفادة منها في تحسين سياساتها الاقتصادية وتعزيز النمو الاقتصادي في مرحلة ما بعد الأزمة. استندت الدراسة إلى المنهج الاستنباطي، بهدف تحليل دور السياسات الاقتصادية في الحفاظ على النمو الاقتصادي المصري أثناء وبعد جائحة كوفيد-19، ومدى مُلاءَمة وكفاية هذه السياسات في مواجهة الأزمة، مستندًا إلى بعض الخبرات الدولية. توصلت الدراسة إلى عدة نتائج منها: أولاً: اعتمدت الحكومة المصرية سياسات نقدية ومالية توسعية لمواجهة تحديات الجائحة؛ مما يظهر قدرتها على التَّكَيُّف مع الظروف الاستثنائية. ثانيًا: كانت السياسات الاقتصادية متوافقة مع توصيات صندوق النقد الدولي ومنظمة التعاون والتنمية الاقتصادية؛ مما يعكس استجابة فَعَّالة من الحكومة. ثالثًا: نالت السياسات الاقتصادية إشادات من منظمات دولية؛ حيث أسهمت في التخفيف من آثار الجائحة على الاقتصاد المصري. أخيرًا: رغم الخطوات الإيجابية المتخذة، لم تكن الحزم التحفيزية كافية لتحفيز الاستثمارات ودعم القطاعات الرئيسية، مقارنةً باستجابات دول أخرى؛ مما أَثَّرَ على سرعة التعافي. قدمت الدراسة مجموعة من التوصيات منها: أولا: تحسين استراتيجيات التمويل وتوسيع التعاون الدولي لتوفير موارد كافية لمواجهة الأزمات المستقبلية بفعالية. ثانيًا: تَبَنِّي سياسات مالية ونقدية مرنة قادرة على التكيف مع التحديات الاقتصادية غير المتوقعة. ثالثًا: استمرار دعم المؤسسات الصغيرة والمتوسطة من خلال تخفيض الضرائب وأسعار المرافق، والإعفاء من رسوم الجمارك على مواد التشغيل؛ مما يمنحها المرونة لمواجهة الأزمات. أخيرًا: توسيع قاعدة الشمول المالي لتشمل جميع الأفراد والمؤسسات من خلال زيادة نقاط الصرف الآلي وتعزيز برامج الدفع الإلكتروني؛ مما يسهل إجراء المعاملات المالية. The study aimed to explore the "Role of the Egyptian Government’s economic Policies in maintaining Economic Growth during Crises (Novel Coronavirus – as - a model)." It focused on how these policies influenced the Egyptian economy during the COVID-19 pandemic and assessed the government's success in mitigating the economic, social, and health impacts of the crisis. Additionally, the study reviewed international experiences to provide insights and strategies that Egypt could leverage to enhance its economic policies and boost economic growth in the post-crisis phase. The study utilized a deductive approach to analyze the role of economic policies in maintaining Egyptian economic growth during and after the COVID-19 pandemic, evaluating the appropriateness and adequacy of these policies in addressing the crisis, drawing on certain international experiences. The study reached several conclusions, including: First, the Egyptian government adopted expansive monetary and fiscal policies to confront the challenges posed by the pandemic, demonstrating its ability to adapt to exceptional circumstances. Second, the economic policies were aligned with the recommendations of the International Monetary Fund (IMF) and the Organisation for Economic Co-operation and Development (OECD), reflecting an effective government response. Third, these economic policies received praise from international organizations, as they contributed to alleviating the pandemic's impacts on the Egyptian economy. Finally, despite the positive steps taken, the stimulus packages were insufficient to stimulate investments and support key sectors compared to responses from other countries, which affected the pace of recovery. The study provided several recommendations, including: First, improving financing strategies and expanding international cooperation to secure adequate resources for effectively addressing future crises. Second, adopting flexible fiscal and monetary policies capable of adapting to unforeseen economic challenges. Third, continuing support for small and medium-sized enterprises (SMEs) through tax reductions, lower utility rates, and exemptions from customs duties on operational materials, granting them the flexibility to face crises.
