The analysis adopts a two-dimensional perspective, encompassing both aggregate production and the corresponding investment programs, thereby enabling a more comprehensive understanding of the interrelations between economic growth and investment allocation.
The study introduces a systematic classification of economic sectors into regional, national, and international categories, according to their mobility across regions and countries. Furthermore, it differentiates between shiftable and non-shiftable sectors based on production costs rather than transportation costs, offering a more realistic and empirically grounded assessment of sectoral flexibility.
The proposed model is designed to ensure a balanced distribution of economic activities across regions and sectors by identifying the optimal spatial allocation of activities in accordance with their structural characteristics. While the model is relatively simple and built upon a set of approximations, it provides an effective analytical tool for estimating sectoral income at constant prices for each sector within each region. For illustrative purposes, the study employs a simplified experimental framework consisting of three regions and five aggregated sectors.
The findings highlight that integrating the regional and sectoral dimensions constitutes a critical prerequisite for the formulation of development plans that are both balanced and effective, thereby enhancing the capacity to design economic strategies capable of addressing regional disparities and promoting sustainable development. |

The findings highlight that integrating the regional and sectoral dimensions constitutes a critical prerequisite for the formulation of development plans that are both balanced and effective, thereby enhancing the capacity to design economic strategies capable of addressing regional disparities and promoting sustainable development. تسعى هذه الدراسة إلى تطوير إطار منهجي للتخطيط الإقليمي من خلال توظيف الأساليب العلمية القابلة للتطبيق في تحديد مستويات النشاط الاقتصادي عبر القطاعات والمناطق المختلفة بصورة متزامنة. يقوم التحليل على مقاربة ثنائية الأبعاد تشمل كلًّا من الإنتاج الكلي وبرامج الاستثمار المصاحبة له، بما يسمح بفهم التداخلات بين النمو الاقتصادي وتوزيع الاستثمارات. وقد اعتمدت الدراسة تصنيفاً منهجياً للقطاعات الاقتصادية إلى إقليمية، وطنية، ودولية وفقاً لقدرتها على الحركة والانتقال بين المناطق أو الدول، مع التمييز بين القطاعات القابلة للتحويل وغير القابلة للتحويل على أساس تكلفة الإنتاج بدلاً من تكلفة النقل، في محاولة لتقديم منظور أكثر واقعية لقياس مرونة الأنشطة الاقتصادية. ويهدف النموذج المقترح إلى تحقيق توزيع متوازن للأنشطة الاقتصادية بين الأقاليم والقطاعات، من خلال تحديد المواقع المثلى لمختلف الأنشطة استناداً إلى خصائصها الهيكلية. ورغم بساطة النموذج واعتماده على بعض الافتراضات التقديرية، فإنه يمثل أداة تحليلية فعّالة لتقدير الدخل القطاعي بأسعار ثابتة على مستوى كل قطاع داخل كل إقليم. وقد استخدمت الدراسة نموذجاً تجريبياً مبسطاً يتكون من ثلاث مناطق وخمسة قطاعات مجمّعة لتوضيح آلية التطبيق. وتخلص الدراسة إلى أن دمج البعد الإقليمي مع البعد القطاعي يشكّل مدخلاً ضرورياً لإعداد خطط تنموية أكثر اتزاناً وفعالية، ويُسهم في تعزيز القدرة على صياغة استراتيجيات اقتصادية قادرة على مواجهة التباينات الإقليمية وتحقيق التنمية المستدامة. 2025-08-23T11:06:27Z 2025-08-23T11:06:27Z 1964-03 http://repository.inp.edu.eg//handle/123456789/6243 ;411 application/pdf INP |
