| description | Since the beginning of 1965, the Operations Research Center at the Institute of National Planning initiated the formation of a specialized research group dedicated to model-building for development planning purposes. The aim was to design a series of models, each addressing specific development issues, providing detailed descriptions and analyses of their potential policy applications, and developing computer programs to enable their direct operation. Although model-building activities were not new to the Institute—with prominent contributions from experts such as Professor Ragnar Frisch—these efforts underscored the significance of this scientific approach as an accurate tool for understanding planning challenges. They also highlighted the need for multidisciplinary teams encompassing economics, statistics, mathematics, and technology, in addition to the availability of large, systematically organized datasets and high-speed computers to process results and enhance data quality.
In this context, researchers at the INP examined the models proposed by the United Nations Committee on Development Planning for application in developing countries. Despite their simplicity, these models revealed important features of Egypt’s annual plans and opened the door to exploring scenarios such as doubling national income within a defined timeframe. Although these attempts remained at a preliminary stage, they represented a foundational step towards the development and use of more sophisticated models, inspired by the work of Tinbergen and Frisch, thereby strengthening the INP’s capacity to employ modern modeling tools in support of development planning. |

Although these attempts remained at a preliminary stage, they represented a foundational step towards the development and use of more sophisticated models, inspired by the work of Tinbergen and Frisch, thereby strengthening the INP’s capacity to employ modern modeling tools in support of development planning. منذ مطلع عام 1965 بدأ مركز بحوث العمليات بمعهد التخطيط القومي في تكوين مجموعة بحثية متخصصة لبناء النماذج لأغراض التخطيط التنموي، وذلك بهدف تطوير سلسلة من النماذج التي تتناول قضايا محددة في التنمية، وتتيح توصيفها وتحليل إمكانات توظيفها في صنع السياسات، إلى جانب إعداد برامج حاسوبية تمكّن من تشغيل هذه النماذج بصورة مباشرة. ورغم أن نشاط النمذجة لم يكن جديدًا على المعهد، إذ سبق أن ساهم فيه خبراء بارزون مثل البروفيسور راجنر فريتش، فقد أكدت التجارب أهمية هذا المدخل العلمي كوسيلة دقيقة لفهم قضايا التخطيط، وكشفت الحاجة إلى فرق عمل متعددة التخصصات تشمل الاقتصاد والإحصاء والرياضيات والتكنولوجيا، إضافة إلى توافر بيانات ضخمة ومنهجية وحواسيب عالية السرعة لمعالجة النتائج وتحسين جودة المعلومات. وفي هذا السياق، تناولت جهود الباحثين بالمعهد مناقشة النماذج المقترحة من قِبل لجنة الأمم المتحدة المعنية بالتخطيط في الدول النامية، والتي رغم بساطتها أظهرت ملامح مهمة في الخطط السنوية لمصر، وفتحت المجال أمام دراسة إمكانات مضاعفة الدخل القومي خلال فترة زمنية محددة. ورغم أن هذه المحاولات كانت في مرحلة تمهيدية، فإنها مثلت خطوة تأسيسية نحو تطوير واستخدام نماذج أكثر تعقيدًا وتطورًا على غرار ما قدمه تينبرجن وفريتش، بما يعزز من قدرة المعهد على توظيف أدوات النمذجة الحديثة في دعم عملية التخطيط التنموي. 2025-08-28T10:42:52Z 2025-08-28T10:42:52Z 1965-06 http://repository.inp.edu.eg//handle/123456789/6251 Memo;587 application/pdf INP |
