The second session of the “Scientific Follow-ups” activity at the National Institute for Planning for the academic year 2025/2026 presented an analytical reading of the Human Development Report 2025 issued by the United Nations Development Programme (UNDP), entitled “A Matter of Choice: Humanity and Potential in the Age of Artificial Intelligence.” The presentation, delivered by Professor Khaled Zakaria, highlighted that the report aims to understand the relationship between artificial intelligence (AI) and human development from a comprehensive human-centered perspective, emphasizing that technological progress does not automatically translate into human progress unless guided by sound policies that promote justice and human dignity. The session discussed the report’s six chapters—human empowerment, the digital divide, work and prosperity, digital governance, international cooperation, and future policy pathways—all affirming that technological policies are, at their core, human policies. The discussion also focused on the report’s implications for Egypt’s national planning system, particularly in light of efforts to integrate AI into planning and development processes, while emphasizing the importance of capacity building and data governance. The session featured critical interventions noting, among other points, the absence of some countries such as Russia from the report’s classifications, questioning the realism of the concept of “choice” amid the dominance of major corporations, and stressing the need to preserve the humanistic and ethical dimensions of technology. The session concluded with several key recommendations, including redesigning the Human Development Index to reflect digital transformation, enhancing critical and creative education, expanding Arab cooperation in the field of AI, drawing on successful international experiences, prioritizing cybersecurity, and adopting a human-centered and ethical approach in employing intelligent technologies to serve people and promote sustainable development. |
