The first session of the Tuesday Seminar for the 2025/2026 academic year at the Institute of National Planning addressed the topic “The Toshka Project 1997–2025: The Future of Development Planning in a Changing World.” Professor Saad Nassar delivered a presentation that reviewed the project’s inception, developmental objectives, achievements, causes of stagnation, and strategies for revival and maximizing its future returns. The seminar outlined the stages of the project’s implementation as a comprehensive national initiative aimed at reclaiming about 540,000 feddans and establishing an integrated urban community. It also highlighted the challenges faced during execution, including limited private investment and technical and financial obstacles. The discussion examined the state’s recent efforts to revive the project under the supervision of the National Service Projects Organization, which has cultivated hundreds of thousands of feddans, while exploring ways to enhance economic and social returns through land allocation to youth, activation of agricultural cooperatives, and the adoption of modern irrigation systems and sustainable agricultural strategies. Contributions emphasized lessons learned from the experience—most notably, the need for integration between agriculture, industry, and infrastructure; the establishment of clear implementation plans; the promotion of governance, transparency, and monitoring; and the adoption of a holistic approach linking agricultural and social development to achieve food security and sustainable growth.
