The third session of the Scientific Follow-up Activity at the Institute of National Planning presented the “World Smart Cities Outlook 2024” report issued by UN-Habitat, highlighting the importance of establishing international principles for human-centered smart cities. The session reviewed the report’s methodology, which relies on a mix of quantitative and qualitative data, interviews with 155 experts across 54 countries, and an extensive review of literature and global best practices. The analysis addressed six main pillars, including how governments adopt smart-city agendas, the evolution of related policies and regulations, the influence of public-sector capacity and resources on leadership, global trends in collaborative ecosystems, the state of digital infrastructure worldwide, and applications of smart public services. The report concluded with key recommendations such as strengthening inclusion, equity, and human rights; enhancing community participation; promoting digital literacy; supporting shared prosperity; integrating environmental sustainability; improving governance and regulatory frameworks; and advancing digital infrastructure.
Participants’ interventions included critiques regarding the lack of detail in sampling methodology and potential biases, emphasizing that the findings reflect expert opinions rather than those of populations. They highlighted the need to adapt the smart-city concept to the Egyptian context, which differs demographically from developed countries, and stressed the importance of developing existing cities alongside new ones. The discussion also addressed the challenges of the “ruralization” of some urban areas and the need to urbanize rural regions using technology, reaffirming that the essence of smart cities is to serve people and enhance their quality of life rather than merely deploying technologies.
The dialogue noted the limited smart-city applications in Egypt compared to international models, despite ongoing efforts such as laying fiber-optic cables and expanding the use of smart electricity meters. Participants recommended aligning Egypt’s smart-city strategy with the report’s outcomes, supporting the “Decent Life” initiative with IoT and AI solutions, promoting rural urbanization, transforming informal areas into environments suitable for smart living, and ensuring citizens have access to accurate, real-time data. The speaker’s remarks highlighted the report’s lack of deep critical analysis and the absence of a clear conceptual definition of “human-centered smart cities,” as well as weak sample representation and reliance on outdated 2022 data.
