The First Experts’ Meeting for the 2025/2026 academic year at The Institute of National Planning addressed the topic “The Institutional and Legislative Framework for Localizing Economic Development in Egypt.” The meeting reviewed the National Narrative for Economic Development as a comprehensive framework that integrates Egypt’s Vision 2030 with the government’s action program, emphasizing sustainable growth, the gradual shift toward a regulatory role for the state, and the activation of regional planning as a tool for localizing development. Discussions covered the constitutional and legal frameworks governing planning, the challenges of economic decentralization, overlapping roles among national, regional, and local levels, and the limited legislative and financial powers of local administrative units. The dialogue also highlighted the importance of accurate data for evidence-based planning, the role of small and medium enterprises in supporting the local economy, and the need to resolve legal inconsistencies and strengthen institutional coordination. Participants recommended developing a hybrid development model that combines functional and spatial planning, empowering governorates to make economic decisions, activating local development funds, and building regional capacities to ensure localized development, spatial justice, and sustainable growth across Egypt’s governorates. |
