The third session of the seminar “The Future of Development Planning in a Changing World” addressed the future of the global trading system and the World Trade Organization, reviewing the main features of the existing trading system, its rules and core principles, the origins of the WTO, and its objectives, functions, and mechanisms of operation. The session highlighted the organization’s nature as a member-driven body that relies on consensus-based decision-making, and the resulting institutional paralysis, the stalemate of the Doha Round, and the suspension of the dispute settlement mechanism. It also discussed the internal and external challenges facing the system, including the COVID-19 pandemic, climate disruptions, geopolitical tensions, the slowdown in global trade growth, the rise of protectionism and trade wars, the return of industrial policies, disruptions to global supply chains, and the expansion of regional trade blocs with the erosion of the Most-Favored-Nation principle, alongside technological and digital developments and environmental requirements. The session further examined the position of developing countries and Egypt within the system, emphasizing the importance of special and differential treatment, and analyzed the potential impacts of deterioration or fragmentation of the global trading system on exports, investment, growth, and productivity. Finally, it presented possible future scenarios ranging from trade without rules, to a fragmented trading system based on blocs, to a rebuilt system through comprehensive reform, stressing that the reform and revitalization of the multilateral trading system remains the most beneficial path for developing countries and for Egypt in terms of stability, transparency, expanded market access, and sustainable development. |
